And I don't think this is a 'they'. The impression I got is that he is requiring Kylie's participation in the trials, solo, as a precondition for Cain's release -- giving him a plausible excuse to keep Cain locked up until then.
You don't let someone in on the full context so you can threaten them with the leverage they were already aware of. Especially not after saying you don't care about the bar brawl. You also don't threaten Lethians to fill out tournament slots.
I think there was a jump between this page and last. An agreement was made off screen, and this is theatrics.
I agree with @visvires on this one, Gilrander, although I'm not sure I see the point of Archer being the audience for this lil melodrama.
I'm pretty sure it was intended for someone else, perhaps someone on staff that's been leaking info? Again, Sir Bradley plays his cards close to the chest, so...
First, I agree this dialogue appears staged. Sir Bradley appears to believe there is a leak, and I suspect the contents of this dialogue were chosen to include whatever information he wants transmitted along that leak. The most plausible scenario to me is that he intends to convey that he is going along with the plan, but has constraints that will force him to release Cain in a specific timeframe. He, in turn, probably intends for these constraints to force the conspirators at the other end of the leak to act within a certain time window, making it easier for him to be prepared with a response.
Second, I don't understand your comment about 'context'. I apologize, but I don't grasp your meaning here. We have seen all sorts of pressure applied to Lethians, including political pressure, so obviously you do threaten Lethians to get them to do what you want -- sometimes even if you are a Lethian yourself. So we're going to have to agree to disagree there.
As for it being Archer who is the target of the theatre ... We don't know what Sir Bradley knows or suspects. The choices are limited to those in a position to overhear, and Archer is the only one we see actually reacting to the overheard dialogue. There are many other possibilities, of course, but Archer strikes me as the likely target for a number of reasons.
It could also be one of the guards in Sir Bradley's employ that is the leak. (Some people have big mouths, even with the best of intentions! Yes, I'm looking at me!)
I'm not sure Sir Bradley even knew Archer was there at the time.
He did request that a specific person be sent up as a replacement guard. Maybe he chose the one most likely to relate the tale over a beer after work. It's not like the information is classified. He just needs a gossip prone witness.
One question remaining obviously being whether he leaves Cain in the cell and just prepares to intercept anyone trying to get to him. Or moves him away safely before.
If he can find a nice pretext to do it (heck, Cain's rising panic alone might already do the trick), he could even claim that and that he didn't actually break the "deal" he had with Jag. Just in case any attempts for capture (or what he has in mind) failed.

I wonder if Archer wants to talk to Kylie or to lord Bradley. If it's Kylie then I guess he might show her the charm with bloodstone there, cause he heard that she was involved in a fight where he found it... which would solve things for them. But I guess he might also went to father to tell him about Briar's stupid idea. I'm betting on Kylie though, little brat might be annoying but Archer wouldn't rat him out cause he's a nice person (who also totally doesn't want to see Briar's plan to backfire in his face) ;)
Come to think of it: Regarding whatever plan Kylie and Bradley (most likely) cooked up here, it might actually be best for the blood crystal not yet spilling the beans for all to see. That would quite likely have been a major monkey wrench thrown into it.

Lyn can talk, but he chooses not to. :) Mostly because he can't even hear himself talk, let alone any responses (unless it's Briar) so I guess that might feel awkward after a while XD;;;
