Fairly unusal twist given the kangaroo-style on display previously. (Guess I wasn't entirely wrong on the socialism.) Maybe she's trying to pull the same sort of vibe as the judge in Jeeves and Wooster S01E01 Jeeves Takes Charge, first scene, the court.
Still bonkers to set it up this way. Let's see what her ulterior motives are.

It seems likely she is trying to pre-emptively spike the “I didn’t mean to commit treason” defense by establishing that it is still treason, whether Nemi meant it or not.
She also seems — with this latest twist — to be speaking to an audience. Not the court, and not Nemi — for whom she seems to have very little personal regard. Which begs the question: Who? I wonder if this trial is some kind of political campaigning ploy. “If you don’t want the poor and disadvantaged of Deca to continue to commit irretrievably stupid actions to sabotage our war efforts, you really need to increase financial aid and social services in that region,” or something like that. I suspect she doesn’t care enough about Nemi one way or the other, overmuch, which means she won’t really care if Nemi is shown leniency, … as long as she gets what she really wants.

I could be if you don't want the poor, ignorant, disadvantaged of Deca to be a "dangerous combination" then something need to be done about Deca. It could be something good but usually it's bad, like really bad but called "good". For their own good is usually the term used. Could be Deca needs more oversight, law, order, for their own good and the safety of others. I can see this being a case where Nemi is the pawn used to make things much worse for Deca. Doubt there will be much leniency, after all examples must be made so other ignorant people in Deca won't make the same mistakes. Now I could and probably am 100% wrong. I hope so for Nemi and her family's sakes.
Well, yes, this could be a preface to addressing some of the causes of crime (or treason in this case). Two types of reduction measures are mentioned: get tough and crack down on crime, or the institution of programs designed to combat poverty. Possibly both. I don't think Shera seems to be a compassionate soul, so it seems a stretch to imagine she intends to use this as a means to allow an opening through which she can let Nemi off the hook, but isn't it just that kind of unexpected twist that makes it interesting?
I don't think Shera wants leniency for Nemi ... just that she won't fight too hard if someone else proposes it -- as long as Shera gets what she wants. I think the trial is providing her with a platform ... and that may be one reason why Nemi is being prevented from saying much in her own defense. "I have a carefully orchestrated script designed to present all my points of argument in the most favorable light, and your attempts to inject mitigating circumstances and reasonable doubt are screwing it up. Just be quiet and let me get through this, and I don't really care what happens to you afterwards. Arrangements have already been made."

She started this whole thing off by intimidating Nemi while she was in her cell, so I'm not sure she's interested in offering any kind of leniency here.
I don't think Shera's the type who hunts for sport, as it were, and this is an awful lot of effort she's put in if all she wanted was to teach a stupid teenager a lesson.

And for what it's worth I will take Ignorant compassion over informed malice any day of the week.
Although I still have questions about Stiles, it never sat right with me that a weapon-smith was in a war zone but had nothing to do with the war... For the record, this is going down as an unanswered question.
I had a crazy idea that maybe Stiles was there to prevent his handywork, his weapons from being used in the war. Maybe he actually doesn't support the war and hates the idea of his creations being used to kill in such a senseless manner as war. He was trying to take them back and got injured. Being used by a people in adventuring and such is different than the scale of slaughter seen in war. I think he assaulted Nemi to try and protect her. He knew she was going to get in trouble for helping him and by hitting her I think he tried to make it look like she wasn't or had helped him under duress. That's just my optimistic side thinking out loud though.
I would feel a lot better about him if that were true, not gonna lie.
Still getting the feeling that there are more facts to come out that are pretty ugly though...
